Adds the Display Device Location sample

Still running into a bug with this one where I can't get the location to display. Creating this PR as a discussion point but not requesting review/merge yet.

Do you know why the app name is “arcgis-runtime-samples-macos-old”?

What I'm seeing is that AGSLocationDisplay.start(completion:)'s completion handler is never called. Is that what you're seeing? Interestingly, Maps is reporting that it "cannot location the current position."

@philium Thanks for taking a look at this! I would guess the "old" name has something to do with your local settings? I get the expected name:

@philium I am also seeing that the completion handler for AGSLocationDisplay.start(completion:) is never called. Maps.app can find my location though.
