Обновление build.gradle путем изменения '1.9-SNAPSHOT' на '1.8.9' решает проблему.
Updating build.gradle by changing '1.9-SNAPSHOT' to '1.8.9' resolves the issue.

https://maven.fabricmc.net/ and https://maven2.fabricmc.net/ can be accessed.
VPN or PROXY are not used, Fabric discussed this in the Fabric discord and it is possible that the problem is with Intellij IDEA itself
