chore: re-enable compilation of block-extractor in ci.yml

in deb2d4f we disabled cross compilation of block-extractor, because it's unsupported by cross to compile ring v0.17.13. we could pin ring's version, but the fix should come soon and not many use the block-extractor bin anyway
