#183 should be merged first, and then #191.
The relationship of branches is:

• Windows compatibility fixes

dev_improve_client_fetch_tools_cross_build from dev_improve_client_fetch_tools adds:

• Cross-compilation support (Windows ARM64, Linux ARM64)
• Logging framework improvements
• Static library dependency fixes
• Windows MinGW build fixes (including the inet_ntop fix we just added)
