Page size changing after output

Hi,

Have used this line in my code pdf.addPage([425.20, 620.79])
But when I view the page it is 200 x 290mm according to the pdf properties
But 200mm would be 566pt not 425pt?

Have i got my units mixed up or something, I'm super confused
