style: update eslint, add github lint workflow, make bug fix

• update eslint. Required converting from .eslintrc to eslint.config.mjs file
• address eslint needed fixes
• run prettier
• add eslint and prettier commands to package.json
• add more types rather than using any. More type checking allowed me to find and fix this bug: d076cb0
