Make policy test directions compatible with new admin console

Now that the Policy Editor exists in the admin console, we'll need new directions for what policies to create to pass the ironoxide tests.

Might need a way to enter the old JSON policy descriptions in an "expert mode" screen in the policy editor.

Currently, some of the options that we tested cannot be entered in the new policy editor.

Should maybe alter tests to only test features we can actually create. Write down the tests.

If there are things that can't be recreated - write another ticket to document and address one way or the other.
