Turn off CI for ufs-bundle?

ufs-bundle is broken since "at some point last month" and no attempt was made to fix it. Sending error messages to the CI slack channel only makes sense if it alerts someone to fix it, therefore turn off CI?

I have never been subscribed to the CI slack channel, so that might help. I have a PR into oops that is just about to be merged along with another into fv3-jedi and then an update to ufs-bundle itself. That will add in some new tests for in-line DA coupling to the UFS, so I would like to keep CI working. I'll take a look at whatever issue happened some time last month.
