When run "publishPlugin"
Execution failed for task ':downloadZipSigner'.

This is a feasible solution for me:

1. Download jar package marketplace-zip-signer manually.
2. Add tasks.downloadZipSigner into build.gradle.kts and set cliPath value as package absolute path.
