CompatHelper: bump compat for NNlib to 0.9, (keep existing compat)

This pull request changes the compat entry for the NNlib package from 0.6, 0.7, 0.8 to 0.6, 0.7, 0.8, 0.9.
This keeps the compat entries for earlier versions.
