Switch to JuliaCall and JuliaPkg #16
Description
Looks like JuliaCall may be a more comprehensive solution than pyjulia.
Also, there is dependency management with JuliaPkg https://github.com/JuliaPy/pyjuliapkg
We should probably switch.
