A new program to add funding for making stations like Mir and ISS in earth orbit

The funding level of 286 million seems rather overkill. No contracts to send up additional modules is also a little strange.
Additionally, the flavor texts of the modular station core contract says minimum space for two crew members, but all checks are for three crew members.
The flavor text for the multi-year progress checks in the science contract says multi-week instead.

The program itself doesn't need to require Adv Crewed Orbit again, because early stations already does.
