Project import in Idea hangs on build scan publication due to necessity to accept Gradle terms of use

Attempts to import kotlinx-atomicfu in Idea hangs on:

Publishing a build scan to scans.gradle.com requires accepting the Gradle Terms of Use defined at https://gradle.com/help/legal-terms-of-use. Do you accept these terms? [yes, no] 

and it requires manual input to continue.

It would be nice to disable build scan publication by default and enable it manually only when it is actually needed.
