When reading the Hamiltonian from file, all ranks need to set the matrices. Previously, only rank 0 set the matrices. Now, rank 0 reads the file, then broadcasts the values, then all ranks set the matrices.

When reading the Hamiltonian from file, all processors need to set up the matrices, not only rank 0, as was previously the case.
