Which python version are you using? One of the dependencies (sklearn) fails to install on 3.7. You should use python 3.6 and not 3.7.

Do you know how to change to python 3.6? I tried to make an environment py36 but it also shows that Failed building wheel for regex

Unfortunately, we are unable to debug individual environments for firms without an active support agreement. The LexNLP software works and installs on a Python 3.6 environment using either Ubuntu 18.04+ python stack or Anaconda Python. Additionally it can be run on MS Windows using the Anaconda Python stack.
