Publish core code as library

We have some code duplication that would be better to take care of sooner rather than later.

We want to, where possible, publish code as libraries so they can be re-used.

- @kudos-protocol/logging - log as json
- @kudos-protocol/keys - key management for kudos 
- @kudos-protocol/short-id
