Question: Why does the app need authorization right at the start?

Why does the app need an authorization for Bluetooth right at the start even though it is not searching for beacons or starting tracking? Only the library was included and already a permission is needed. Can this be circumvented? The reason is: I want to request the permission after a button click. For example in a registration process
