Update CMEW to work with CDDS version 3.1 or above on Azure SPICE #251
Description
CDDS v3.1 has now been released. CDDS v3.1.0. Update CMEW to use this latest version of CDDS.
This version of CDDS has this benefit for CMEW: cdds_convert has been restructured to launch just one Cylc workflow that processes all streams rather than a Cylc workflow per stream.
However, this version runs on Azure SPICE, so CMEW would need to be modified to do so too.
Issue #223 to update CMEW to work with CDDS v3, should be completed before this.
