What problem does your feature request solve?

Aviation state is an important factor that considers our aviation customers and understanding how the aviation state changes with different model configurations is critical for flight purposes.

Describe the solution you'd like

A recipe, and an operator. This should live under Daily Weather. It should include, aviation state for visibility, aviation state for cloud, and the aviation state - which takes the worst aviation state of visibility and cloud.

Describe alternatives you've considered

Visibility at screen level (including precipitation), cloud base altitude from 2.5 (3 ideally) okta coverage above ground level. Could also be beneficial to have cloud base altitude with at least 5 oktas as well. If can only get above sea level - will need orography so we can subtract from the ASL value.
