Initial gh wps

An initial attempt at github working practices. This is already getting a bit large so probably time to bank some changes.

The structure is:

• modify Working Practices lander page
• Unwritten page on authorising for github and ssh keys
• New page on forks
• New page on beginning a gh development, up to point of linking to the development section.
• Not done - change reviews.rst to include opening a PR, something on CI, any other changes from current

(I've also included my flow chart, as much because I had it to hand as anything. It's in the location where I think it wants to live, but obviously will probably change as we improve it).
