resampling tolerance

#18 identified some tolerance settings for resampling from Unstructured to Rectilinear domains.

The tolerances are set by what XIOS can achieve.
Some further investigation and evidence provision would be very helpful, including plots of fields and differences and consideration of appropriate differences for numerical resampling.

Additions directly to this ticket would be useful evidence in support of future tolerance management
