I wouldn't think this was a 1.12-specific issue, and more to do with no artifact existing in the Artifacts.toml for aarch64 macOS.

I'd suggest trying https://github.com/JuliaBinaryWrappers/tectonic_jll.jl, which does provide it instead.
