Update CCPP Prebuild CI test

Description

Currently the CCPP Precbuild CI tests uses the FV3ATM for the host metadata. However, the NCAR:ccpp-physics repository is associated with the CCPP SCM, not the UFS, so we should update the script in here to use the CCPP SCM
