Automate documentation builds for NCEPLIBS repos

We should consider developing a custom action or reusable workflow (probably the latter?) for all NCEPLIBS repos that runs when we do a release and automatically generates and pushes Doxygen documentation to the github.io pages (i.e., no more manual updating of gh-pages branch).
