minor upgrade after GFS v17 implementation.

I am writing to request that you output marine freezing spray products to support
OPC's missions at GEFS v12.4. This variable can be generated by updating to the
last GEFS UPP control file in the Dev branch (thanks to Wen).

Please also update GEFS release branch to use CALVESSEL.f from develop branch with coefficient changes suggested by OPC
and correction to use 2 m T instead of 2 m TH
