This change should result in some speed up.

MOM_input in test cases are changed accordingly.

* subroutine initialize_MOM
* MOM_input in test cases

Tested at https://gitlab.gfdl.noaa.gov/ogrp/mom6ci/MOM6/-/pipelines/25323 and leads to changes in available_diags
