This PR uses the recently introduced old_name option in get_param to replace runtime parameter TIDE_SAL_SCALAR_VALUE with SAL_SCALAR_VALUE in a more elegant way.

No answer changes.

Overall this is a very nice clean-up of the logic in the code. I have two very minor comments that I think should be addressed, but once this is done this PR should be good to go.

This PR has passed pipeline testing at https://gitlab.gfdl.noaa.gov/ogrp/mom6ci/MOM6/-/pipelines/26236 with the expected changes in some messages describing some parameters in the MOM_parameter_doc files.
