TsuCAT PTWC Messages has the wrong Origin Time

Chris,
the big bug is in the msg generation.
When I put in the origin time in the GUI, say as 0200 UTC, hit generate message, it comes back with PTWC msgs as 1000 UTC.
I think you are grabbing the wrong variable somewhere, so I think this is really easy fix - just this one.

Someone actually said that maybe it was using the computer clock time? (but I don't think so).
