Various problems Chip had using TsuCAT during PTWS Exercise

Using TsuCAT, Chip notes:

• RIFT full-basin: arrival times lengthy - should use a 30cm threshold

• Nicaragua gauges mislabeled (or gauge loc wrong): says Honduras

• In list of ETAs file, Am Samoa has way too many ETAs listed

• Tonga event simply shows the wrong isochrons (related tot he Seismic Expert Source)?

• Tonga, Cooks, Tahiti, Equador, Chile should list "TWC, EQ, ____", not per country

• Start of Exercise should be Origin Time and be UTC, not local
