Add initial Cylc workflow for ERA-5 downloads. #72
Description
Add initial Cylc workflow to automate the downloading and pre-processing of ERA-5 atmospheric forcing data.
- Refactor existing Python and shell scripts (minimal changes needed).
- Add option to implement t2m bias correction using ERA-5 sea ice concentration.
- Automate using a Cylc workflow.
