issue: where to place model when bad internet for defalt downloads

Describe the bug

I have downloaded the model file from other source, I wonder where should I place the model or adjust the param to avoid auto-downloading and use existing model file at .cache/hub. thanks

Steps To Reproduce

1. run the hello world example
2. print info(explain)

Expected Behavior

1. print valid model output
2. print log on how moderate the request on input and output

Actual Behavior

OR is it possible to have a download option from modelscope?
