Dynamically generate repos.json

It would be cool if a workflow runs a script that automatically updates the list of repositories to keep it up to date.

This is different from #49 because I am suggesting it runs a workflow that is triggered either periodically or whenever a commit goes to main.

@willuhmjs That's a good idea. I'd be happy to consider a PR that does this via a GitHub Actions workflow. It'd be a good idea to do this for the code.json file as well.

I think there's already some scripts to update these. I can try to reach out to some of our internal folks who might have those, so they can be included in this repo. You can still propose a PR, but we may end up swapping out your implementation with our existing scripts, if they can be included here.
