Add command to convert / modify Deflate streams to be more compliant / compatible

Some decoders may have issues decoding certain Deflate streams:

• Some Deflate streams may use distance codes in a way that isn't strictly spec legal (Optimise distance length 258 edge case #3)
• Some Deflate streams may have dynamic headers which are spec legal, but cause problems for certain decoders (Handle output for decoders which require a minimum amount of distance codes #2)

It would be nice to have a command that modifies the Deflate streams of files to be more compatible.

It would be nice to have the default use these more extreme/ edge case tweaks to squeeze every last byte.
Then provide a -pedantic mode that will force writing the output for the most fussy decoders.
