This PR lets you constrain dialog dragging. It might not seem super useful at first, but it really comes in handy when, for example, dialogs are intentionally stuck to the edges of the window and you need to disable movement on a specific axis.
Unlike my previous PR, this allows developers to constrain the dialog however they wish
