A light change rule should be added

Currently, any player can modify a light block either by holding the respective light item or by using cheats. This is not ideal, so a rule should be added to prevent it.

The proposed rule in this issue is less necessary, as players that don't normally meet the criteria to change a light block now can no longer modify the light block.
