Only allow people to review a course if they've actually taken it. To automate this, you could use a browser extension integrated with Moodle. The extension can confirm enrollment by checking requests made by the Moodle website

This will help to decrease spam, and ensure more trustworthy reviews

adding verification would be a very good idea. best case the participants list is available, even if its not there must be some way to access and collect it

isn't there some API with Moodle/IMS to fetch a user's courses? The "My IIIT" app has a timetable feature currently which fetches a user's courses. Perhaps this could be used?

One thing to keep in mind is that implementing this would require non-minor changes (both technical as well as policy). Currently we don't keep track of emails at all in the backend - all users and reviews are associated with a hash (that's computed based on some of the user details). The user details like email aren't stored or associated with the reviews. To implement this, this would have to change.
