Docs for Octopus MCP

This PR is going to house the docs for Octopus MCP being developed by #project-ai-mcp

I've pushed up a draft to contain the structural changes first, and we will populate the doc contents later.

@steve-fenton-octopus I can't seem to get the second level Octopus AI Assistant menu page to be named Overview. Even with navTitle: Overview, it insists on remaining Octopus AI Assistant as the page name in the nav. Can you point me in the right direction for fixing this?

@andrewabest were you running locally? If so, there is a very short cache that likely made it look like it didn't work. If you run it now, it should be working. You can also manually delete the files in .cache if you need to.

Yes I was. Interesting, I did refresh a few times. I'll test it again when we add the docs and make sure it all lines up, thanks for the tips :)
