[Bug]: !reboot in the Debugger Fails

Current Behavior

The GdbStub chokes when !reboot is sent from WinDbg and cannot be reconnected to.

Expected Behavior

!reboot should work.

Steps To Reproduce

Connect to top of tree Patina, hit an assert in a shell app, !reboot, see the issue.

This didn't reproduce, leaving open for @cfernald to take a look, but otherwise we can close.

@os-d and I discussed offline. There definitely seems to be a problem, especially if restarting windbg did not reconnect, but this is not going to be actionable without a repro. @os-d, if you see this occur again, please capture with windbg traffic log.
