Move FormFactorAndSIWB and BWBFormFactorAndSIWB to premission #823

Desired capability or behavior.
FormFactorAndSIWB and BWBFormFactorAndSIWB should be pulled out of mission aero and placed into pre_mission aero, since they don't take any dynamic variables as input.
One side-benefit of this is that you the user will be able to override the computed value by setting it in the csv file.
