[Feature]: Adopt spec0? #1278

Is your feature request related to a problem?
spec0 sets a standard for which versions of packages from the scientific Python ecosystem should be supported and the successor of NEP-29. It would be nice to adopt it, as it reduces maintenance burden and allows using new (language) features ealier.

Describe alternatives you've considered
Not adopting any standard. This however, has the downside that it may leave users confused about what Python versions are supported and will be supported in the future.
