What does this PR do?

Changes to core/ph5api to enable a SEGY fix for issue #8 in iris-edu/pic-ph5

Relevant Issues?

• the original problem is related to triplicate data in 16-015 causing an FDSN request on station 1001 to throw an exception
• a secondary issue also occurred where, when crossing HDF5 data array boundaries, two output traces are created in SEGY output at the time break between the data arrays

• this change is submitted for review, it is not ready for merge
• detail logging was introduced that is compatible with running as a handler with WebServiceShell in Tomcat environment, but not compatible with the current codebase.
• no testing was performed within the PIC-IRIS/PH5 environment
