Scripting: Emitting scripts for creating/updating topology

In environments where running installers is not an option, even with the new API, it's not going to work, and scripts are needed.

Describe the requested feature

Allow emitting Bicep scripts to provision the topology before endpoints are deployed.
Bicep is a common way to deploy infrastructure in Azure and supersedes ARM.

We have received feedback in Challenges with the migration to the topic-per-event topology #1170 that this would be a useful feature to implement.

We have received feedback in Challenges with the migration to the topic-per-event topology #1170 that this would be a useful feature to implement.

I think it would be more useful to generate data rather than actual bicep or any other IAC specific format. I doubt it would be too difficult for anyone to transform data into their chosen IACs requirements.
