Guidance on capacity planning using Request Units (RU) for Azure Table Persistence

As its not clear from the current documentation on Azure Table Persistence what operations are performed on Azure Tables when using various features such as Sagas and the Outbox, it would be helpful to have this information available in docs so accurate cost estimations can be done when using this persistence. As an example, see the documentation for CosmosDB.
