When our endpoint changes we need to send a new DIDDoc

The endpoint for an agent embeds an ECI and we need the ability to revoke/replace an ECI.

When that happens, we need to send a new DIDDoc to the other end of our connection.

Changing the ECI changes the endpoint URL, so the DIDDoc must also change
