Ruleset interference in list pico when unrelated child pico created

The byu.hr.oit ruleset reacts to wrangler:child_initialized expecting the new child pico to be for a participant. If it isn't, things don't go very well and outbound subscriptions have to be manually deleted.

When we create a new child pico, which happens when someone who can log in to participate chooses to "opt in", we always pass in a person_id and import_data so we could check for those attributes' presence.

Also, when some other ruleset deletes a child pico, byu.hr.oit rebuilds its index, which is not necessary.
