Reordering links in Shortcuts Panel #39816

Feature request
Users often have shortcuts they use more frequently than others. Being able to reorder them would allow users to:
- Place most-used shortcuts at the top or in more accessible positions
- Group related shortcuts together
- Organize shortcuts by priority or workflow sequence
- Improve overall productivity and user experience
Proposed Solution
Implement a drag-and-drop interface or manual ordering system that allows users to:
- Click and drag shortcuts to reorder them
- Alternatively, provide up/down arrow buttons or a numbered ordering system
- Persist the custom order across sessions
Alternatives/workarounds I'm currently doing
I am currently treating my tabs like my ordered shortcuts where I can rearrange them how I like. The annoying thing is that I now have a bunch of tabs which can make things a bit messy.
