Fn key on notebook interpreted as @

Steps to reproduce

1. On a notebook (for example on MSI GE6726QD) open powershell 7 with PSReadLine module loaded (or load it).
2. Press Fn key on notebook keyboard.

Expected behavior

This is dead-key - so nothing should happen and be displayed in console.

Actual behavior

Console prints @ key.

Fn is usually a hardware switch that doesn't generate any input.

Can you please try the following with your notebook and paste here the returned result?

1. Run [console]::ReadKey() in pwsh 7.0.0.
2. Press Press Fn

Additional info (most probably not related to this bug) - for the notebook there is a BIOS setting - Swap Windows<->Fn keys. I am using this setting, and swapped Windows key (to the left) and Fn key to the right.
But as I said - this is set in BIOS it shouldn't be noticeable from OS inside.

I see the same behavior on MSI GE75 Raider with the same key code output for the active "Fn" key no matter if the Windows<->Fn key functions are swapped.
