Small cleanup for developer environment

Removes a file that was added in 779fe9b that shouldn't be here.
Takes uv from the pyproject.toml so there is no risk of version drift.
Updates the version of uv.

Our uv.lock is very out of date and also is two revision versions behind. This creates a very big diff in that file, but the changes itself are only to the version of uv itself.
