Remove dependencies from qiskit.pulse

What is the expected feature or enhancement?
qiskit.pulse was deprecated in Qiskit 1.3. Some classes, e.g., FakeBackendV2, still depend on this module.

Acceptance criteria
We should remove the dependencies outright or use the new objects from Qiskit Dynamics instead.

Looks like there's an open PR to move pulse to Qiskit Dynamics but it's not quite ready.
