Following the same pattern as the centos 7 complete vs minimal image, the only difference between the 2 images is:
rocm-devandrocm-libsrocm-devIf I owned this, I probably would have avoided the code duplication through use of a BUILD_ARG and/or multi-stage build, but I'm trying to stay consistent with the rest of the images for this repository
